DISEC

Counter-Terrorism in Western Africa

Double Delegate

The Committee: The Disarmament and International Security Committee, also known as DISEC, is the first committee of the United Nations General Assembly, and deals with issues regarding international security and peace conflicts. It was formed after the end of World War II, out of the felt need in the world for authority that would prevent the repetition of such a catastrophic war. During these years, much of the work of the committee was linked to post war disarmament and the prevention of proliferation of nuclear weapons, especially during the Cold War era. DISEC’s responsibility is to address issues regarding international security, arms control, weapons of mass destruction and emerging security threats. DISEC doesn’t have the power to enforce its resolutions but plays a crucial role in initiating conversations and bringing such problems forth among member states on global security issues. Resolutions passed during this committee are usually the foundation laid for future agreements and treaties signed regarding global security.

The Topic: Impact on education has been one of the largest concerns. In 2014, Boko Haram forbade education in Nigeria, and has assaulted students and teachers, damaged the educational system in countries like Nigeria, and has destroyed schools. Those schools that have not been demolished have instead been converted into shelters for Internally Displaced People. Nevertheless, a small number of schools remain, but they have become overcrowded and unsafe; oftentimes teachers face threats from the group. A large majority of the youth in targeted regions have been deprived of an education, and the situation continues to worsen over time. Boko Haram has posed significant threats to federal security over the past few decades. Corruption of government, weakening of government services, and harm to the environment were all things that targeted states have witnessed. Notably, since 2014, Boko Haram has abused the instability already present in Nigerian government. More than fifteen billion dollars designated for Boko Haram containment efforts have disappeared from government funds at the hands of corrupt government agents. Incidents like these fuel Boko Haram’s narrative that the government is unstable and that their rule is the only one sustainable. Terrorist groups are outlined to instill fear and deter the wellbeing of a society through acts of violence towards the innocent and defenseless. Many such groups target women and children as the subjects of their cruelty to send a message. Rape, murder, mutilation, and basic violations of human rights are highly recorded across countries with a notable spread of terrorism and heavy effect.
